Cold War 2.0? Essential Readings on the New Systemic Conflict

The EU-China Comprehensive Agreement on Investment (CAI) produced some early strains between European policymakers and the new U.S. administration. However, such cooperation still holds great promise. How this potential can be unleashed is a focus of our new monthly literature review on systemic conflict with China. Other focal points are China's response to the escalating strategic competition with the United States and Europe’s search for a consistent China policy. The review also covers contributions on economic and technological competition, two key arenas of the systemic rivalry with China. Read the complete literature review here

What China's Industrial Policy Means for the German Economy

With its industrial policy initiative "Made in China 2025", China hopes to become a leading technology superpower. The selected high-tech industries also include sectors in which German companies are traditionally strong and which are important economic factors for Germany as an export nation, including mechanical engineering. What would it mean for Germany if China actually realizes its plans? This study develops scenarios for this question using the example of the German mechanical engineering sector. In Central Asia, China is the strongest economic power, while it maintains links with Russia in the form of a “strategic partnership”. Beijing and Moscow are in agreement when it comes to their rejection of universal values such as human rights and the “liberal” world order. Can this ambivalence be regulated, or are we on the threshold of a new international conflict between divergent systems?
