December 2023
Dear Readers,
Our final edition of GED-Monthly this year, just a day before the December EUCO starts, begins with two new empirical studies produced by our team of EU experts. One analyses the impact of the energy transition on Europe’s regions and thus EU economic cohesion; the other looks at the preparedness of Ukraine’s economy for EU membership, a hot topic of discussion at the upcoming summit. Both studies find positive and unexpected results. In addition, we have just published new eupinions data on how Europeans feel about Ukraine and various support measures for it. Find “A Burden or a Bond?” on our eupinions website: www.eupinions.eu
Further articles focus on EU-MENA trade relations at COP 28, featuring a new set of interactive infographics, and de-risking activities between China and the US.
We would also like to invite you to today’s Strategic Toolbox Talk entitled “Determined to Deter? Responding to Weaponized Interdependence with the Anti-Coercion Instrument", which will take place online at 6pm CET. Sign up below.
With this, let us wish you a relaxing holiday season, despite the global turbulence.
With warm wishes,
Stephan Vopel and Malte Zabel

EU Cohesion: Energy Transition Powers Up Lagging Regions
82 % of greenhouse gas emissions in the European Union emanate from the energy sector. Our brand new empirical study, Energising EU Cohesion, calculates how shifting from fossil fuels to renewable energy will affect employment and value added in EU regions as well as overall EU growth effects. It proposes adapting EU Cohesion policy to address these dynamic shifts and help meet the EU’s goal of reaching carbon neutrality by 2050.

Ukraine: How Ready is its Economy for EU Accession?
For Ukraine, the EU accession path can serve as a catalyst, enabling its economy to emulate the convergence success of EU-CEE countries with a focus on sustainable, green and digital development. To unlock its full potential, breaking the cycle of weak FDI attraction and strengthening institutions will be crucial. Integrating the processes of accession and reconstruction will avoid duplicating costs.

EU-MENA Trade Relations and the Green Transition at COP28
The strong economic ties between the EU and the Middle East and North Africa (MENA) hold significant potential for addressing the common challenges of an environmental, economic, and social transition. The two regions’ demographics, economic development, and natural resources are complementary. EU-China: De-risking and Actively Managed Cooperation are Key
The cautious rapprochement between between Joe Biden and Xi Jinping in November paved the way for a more relaxed atmosphere at the EU-China summit in December, too. The eloquent speechlessness that marked their 2022 summit appears to be passé. However, speaking by itself is not enough: The EU should complement its de-risking agenda with a coordinated and concerted approach to actively managing cooperation with China.

Xi-Biden at APEC: A Reset in Relations, but for how long?
U.S. President Joe Biden and Chinese President Xi Jinping met on the sidelines of the APEC summit in November. The meeting produced more concrete results than expected, but the systemic conflict and substantial divisions between the US and China on key international issues will remain for the foreseeable future. The reset in relations might therefore be short-lived.
