Our final edition of GED-Monthly this year, just a day before the December EUCO starts, begins with two new empirical studies produced by our team of EU experts. One analyses the impact of the energy transition on Europe’s regions and thus EU economic cohesion; the other looks at the preparedness of Ukraine’s economy for EU membership, a hot topic of discussion at the upcoming summit. Both studies find positive and unexpected results. In addition, we have just published new eupinions data on how Europeans feel about Ukraine and various support measures for it. EU Cohesion: Energy Transition Powers Up Lagging Regions
82 % of greenhouse gas emissions in the European Union emanate from the energy sector. Our brand new empirical study, Energising EU Cohesion, calculates how shifting from fossil fuels to renewable energy will affect employment and value added in EU regions as well as overall EU growth effects. It proposes adapting EU Cohesion policy to address these dynamic shifts and help meet the EU’s goal of reaching carbon neutrality by 2050.

EU-China: De-risking and Actively Managed Cooperation are Key
The cautious rapprochement between between Joe Biden and Xi Jinping in November paved the way for a more relaxed atmosphere at the EU-China summit in December, too. The eloquent speechlessness that marked their 2022 summit appears to be passé. However, speaking by itself is not enough: The EU should complement its de-risking agenda with a coordinated and concerted approach to actively managing cooperation with China.

Xi-Biden at APEC: A Reset in Relations, but for how long?
U.S. President Joe Biden and Chinese President Xi Jinping met on the sidelines of the APEC summit in November. The meeting produced more concrete results than expected, but the systemic conflict and substantial divisions between the US and China on key international issues will remain for the foreseeable future.
